Ontario has resumed issuing invitations to provincial immigration candidates after a significant four-month pause in OINP draws. The province is actively inviting skilled workers, international students, and individuals with in-demand skills—especially those with employer job offers—to apply for provincial nomination.
Good news for skilled refugees in Canada: The Canadian government has extended the Economic Mobility Pathways Pilot (EMPP) until December, further supporting skilled refugees seeking permanent residency.
After a four-month wait, Ontario resumed issuing invitations to provincial immigration candidates through targeted draws. On June 6, 2025, the OINP conducted a focused draw for candidates with job offers in the Greater Sudbury area. This followed a larger draw on June 3, where over 3,000 invitations were issued under various Employer Job Offer streams—demonstrating Ontario’s renewed commitment to attracting skilled immigrants, even with a reduced nomination allocation for 2025.
Employer Job Offer Stream | Number of Invitations | Minimum Score |
---|---|---|
Foreign Worker Stream | 32 | 36 |
International Student Stream | 34 | 54 |
In-Demand Skills Stream | 6 | 32 |
Total: 72 candidates received invitations in the June 6 draw—all with active profiles created on or before June 3, 2025.
Applicants invited by Ontario under the Employer Job Offer streams should carefully follow the application guidelines provided on the official OINP website.
Ontario is issuing invitations amid a new cap on provincial nominations. For 2025, the total nomination allocation has been reduced to 10,750 slots, which may affect the frequency and volume of future draws. Many provinces will see draw shortages as their allocations are cut.
Starting July 2, 2025, Ontario will implement a new Employer of Interest (EOI) system. This employer-led system requires employers to submit job position details through a dedicated Employer Portal before candidates can register their expressions of interest.
Candidates with existing EOIs will need to coordinate with their employers to re-initiate applications once the portal launches.
Ontario’s recent draws and the upcoming launch of the employer-led digital EOI system are important steps in modernizing the province’s immigration pathways. These efforts reflect Ontario’s ongoing commitment to attracting skilled talent and supporting economic growth.
